Called Meeting

May 21, 2001

 

 

            The Elizabethtown Town Council met in a called meeting on Monday, May 21, 2001 at 5:30 P.M. in the Elizabethtown Municipal Building.  Those in attendance were Mayor Kenneth Kornegay, Mayor Pro Tem Sylvia Campbell, Council members Pat Devane, Russell Priest, Rufus Lloyd and Herman Lewis, Town Manager David Smitherman, Town Clerk Beverly M. Pait, and Town Attorney Goldston Womble.  Council member Dicky Glenn was absent.

 

            Mayor Kenneth Kornegay called the meeting to order. 

 

I.            Industrial Park Agreement

 

            Mayor Kornegay called on Town Manager David Smitherman to briefly discuss this agenda item.  Mr. Smitherman referred to a copy of the agreement as information provided in a Supplemental memo.  After brief discussion among Council, Council member Pat Devane made a motion to approve the Industrial Park Agreement as presented.  Council member Russell Priest seconded the motion. (Unanimous).

 

II.        I&I Resolution to Accept Grant

               

                Mayor Kornegay called on Town Manager David Smitherman to briefly discuss this agenda item.  After brief discussion, Council member Pat Devane, seconded by Council member Herman Lewis, made a motion to approve the Resolution as presented. (Unanimous).

 

III.            Resolution for Surplus Property Disposal

                               

                Mayor Kornegay called on Town Manager David Smitherman to briefly discuss this agenda item.  Mr. Smitherman explained that this was merely a procedural matter required to dispose of the old leaf and limb site.  Mr. Smitherman stated that he and Mr. Steve Tatum had negotiated a purchase price of $1,150 per acre, instead of the previous offer of $1,000 per acre.  Council member Rufus Lloyd, seconded by Council member Herman Lewis, made a motion to approve the Resolution as presented. (Unanimous).

 

IV.            Proclamation for Emergency Medical Services Week

 

            Mayor Kornegay called on Town Manager David Smitherman to briefly discuss this item.  Mr. Smitherman explained that the proclamation had been submitted by the Lumber River Council of Governments for approval by Council.  Council member Pat Devane, seconded by Council member Sylvia Campbell, made a motion to approve the proclamation as presented. (Unanimous).

 

V.        White Lake Water Festival Contribution


            Mayor Kenneth Kornegay opened up this agenda item for discussion.  Town Attorney Goldston Womble, also Mayor for White Lake, briefly discussed the Town’s request for an increased contribution.  After brief discussion, Council member Sylvia Campbell, seconded by Council member Russell Priest, made a motion to increase the Town’s contribution for the White Lake Water Festival to $1,000.00.  (Unanimous).

 

Mayor Kenneth Kornegay stated that Council would need to go into closed session to discuss several matters.  Council member Pat Devane, seconded by Council member Rufus Lloyd, made a motion to go into closed session for the purpose of NCGS 143-318.11(4) to discuss industrial matters.  (Unanimous).

 

            Upon returning from closed session, Council member Sylvia Campbell, seconded by Council member Rufus Lloyd, made a motion to return to regular session.  (Unanimous).  Pursuant to discussion in closed session, Council member Pat Devane, seconded by Council member Russell Priest made a motion to set a public hearing on June 4, 2001 to discuss grant submission matters. (Unanimous). 

 

            Council member Sylvia Campbell questioned the Town Manager David Smitherman as to an insurance matter regarding Blue Cross Blue Shield and the forgery of the Town Clerk’s signature.  Mr. Smitherman explained that Mr. Marc Jessup had been contacted regarding the matter and had not given the Town any explanation for the forgery.  After brief discussion, it was the general consensus of Council not to take any action in the matter and to prepare a letter to Mr. Jessup explaining their disappointment in the matter.

 

            Council member Dicky Glenn, seconded by Council member Rufus Lloyd made a motion that the meeting be adjourned.  (Unanimous).
